BACKGROUND

The Construction Management Institute, established by Council of Ministers Regulation No. 691/2010, states the objectives of the institute as to ensure effective implementation of the country’s short- and long-term construction programs and projects in terms of time, finance, and quality through building project management capacity of key actors of construction project implementers and thereby sustain the ongoing rapid development of the country. For over a decade the Government of the Federal Democratic Republic of Ethiopia (FDRE) has invested heavily in the expansion and improvement of the construction services delivery and in the modernization of the construction sector. The government has been working hard on the creation and management of physical infrastructure (assets) in the construction sector. Information is a key tool for the construction industry's development; information communication technology infrastructure is needed for successful implementation of the objectives of the institute. One of the infrastructure needs is the development of a website, which the institute wishes to procure to gather and distribute information to the participants and stakeholders of the construction industry.

POWERS AND DUTIES OF THE INSTITUTE

The Institute shall have the following powers and duties:

  1. initiate policy, strategy and action plans that facilitate the building of competitive construction project management national capacity, and implement same upon approval by the government;
  2. identify gaps in construction project management and provide practical trainings in collaboration with the appropriate bodies;
  3. facilitate the certification of construction project management professionals at international standard level and the engagement of professionals on the basis of their skill and competence level;
  4. Identify and disseminate, throughout the industry, appropriate construction project management
  5. methodologies that contribute to the development and transfer of technology;
  6. develop and publicize unified construction project management system that defines the joint individual and responsibilities of project owners, contractors, and consultants;
  7. provide consultancy services in the field of construction project management;
  8. collect, analyze, organize and, as may be appropriate, disseminate to users data necessary for the building of construction project management capacity;
  9. conduct studies and researches to expand and deepen modern construction project management skills and knowledge;
  10. prepare and conduct practical trainings on technologies and technical matters, and other tailor
  11. made trainings that assist the enhancement of construction project management skills;
  12. cooperate with local and foreign governmental and private institutions and professional associations
  13. having similar objectives and also encourage similar co-operation among private institutions;
  14. undertake benchmarking studies that facilitate the competitiveness of construction project delivery and provide support to those conducting similar activity;
  15. cooperate with higher education institutions on construction program and project management skill development, conduct joint research activities and assist the strengthening of local research capacity across the sector;
  16. charge fees for the service it renders in accordance with the rate to be determined by the government;
  17. own property, enter into contracts, sue and be sued in its own name;
  18. perform other related activities necessary for the attainment of its objective
